Scope of work: - Pre-auction preparation; - Auction management - follow up all due processes of auctioning and management of the process; - Marketing of the auction - will be responsible for advertising, arranging practical and realistic advertising and marketing campaigns; - Holding of preview days prior to auctions; - Inspect all assets to be auctioned at the location; - Financial reconciliation and settlement of sold assets; - In-house dispatch control after sales; - Compiling of consolidated auction reports; - Maximum realization of assets; - Advise on disposal of assets not sold, if any; - On completion of the auction, a detailed performance report and reconciliations should be furnished within 14 days; - Proceeds of the auction must be paid in within Seventy-Two hours (72hrs) after the auction; - Buyer information should be made available when needed; - The percentage quoted must be inclusive of VAT and other contingencies; and - The Auctioneer will be responsible for the administration and payment of the VAT; - The Auctioneer will be responsible for the safeguard of the assets throughout the auctioning process; - The HDA will not be liable for any loss or damages sustained by the service provider due failure to implement adequate security measures; - Auction must be open to the Public and the HDA officials. Quotations are hereby invited for the following: Appointment of an M&E consultant to provide overall technical support in monitoring, evaluation, reporting and learning of the Global Fund programme. Scope of work: The consultant is expected to undertake the following activities: • Conduct rapid assessment of current M&E systems within SANAC Secretariat and its sub-recipients and make the necessary adjustments for improvement of M&E processes and systems; • Ensure linkages and reporting with other relevant Units such as the Strategic Information Unit. Purpose of the Consultancy: The Consultant is expected to provide monitoring, evaluation, reporting and tracking of progress of the implementation of the Global Fund Grant being managed by the SANAC SRin support of the implementation of the National Strategic Plan for HIV, STIs and TB (–NSP 2023-2028). Expected deliverables: • Lead and advise on strategic investments and develop M&E frameworks plans and data collection tools for SANAC SR and implementing organizations; • Lead and support the development of HIV/AIDS/STI/TB, Human rights violations, and community led monitoring indicators and targets for grant monitoring and assessment of performance in line with the NSP 2023-2028; • Put in place data collection mechanisms to inform the grant objectives, outcomes, and evaluation; • Provide strategic guidance on resolving bottlenecks related to data collection, reporting and delivery of quality services; • Conduct data quality assessment, monitor implementation of the recommendations with the Principal Recipients (PRs); • Support the consolidation of PR reports on results and progress of the grant and respond to other PR needs; • Utilize the collected data to strategically guide programmatic improvements and adjustments; • Ensure that Global Fund HIV and TB investments respond to the National strategic plan goals; • Support implementing organizations with planning and confirmation of data collection tools; • Strengthen SSR’s M&E systems and improve program and data quality; • Ensure that adequate funds are allocated for data systems development and maintenance for routine reporting; • Support the functionality of the Human Rights Violations National web-based portal; • Participate in on site data verification meetings to assess quality of services, standard of care with the PR’s; • Provide advice on risk management plans linked to program and data quality including risk mitigation measures and assurance mechanisms; • Lead the SR in documenting the best practices, case studies, reflections on national work, and contribute to research for key populations.
