Provision of air transport services in Africa in the framework of Civil Protection, Humanitarian Aid and other European Union operations.
DG ECHO wishes to continue the provision of its flight service in DRC, Kenya and Mali with the operational capacity and flexibility to implement ad hoc flights in neighbouring countries where the need for additional humanitarian air transport services and monitoring, evacuation or VIP mission is deemed necessary.
Other departments of the European Commission, in particular DG DEVCO wishes to have the possibility of requesting similar services for short term to long term operations.
TTe EEAS Field Security Division wishes to have the possibility of requesting at very short notice air services to relocate or evacuate staff while other EEAS departments wish to have the possibility of requesting regular services for short-term to long-term air operations in support of their actions in Africa.

The Commission through DG ECHO wishes to continue the provision of the ECHO-Flight services in DRC, Kenya and Mali with the operational capacity and flexibility to implement ad hoc flights in neighbouring countries where the need for additional air transport services and monitoring, evacuation or VIP missions is deemed necessary.

Pursuant to Articles 134.(1)(e) and 134(3) of the Rules of Application to the Financial Regulation applicable to the general budget of the European Union the Commission reserves the right to use a negotiated procedure without prior publication of a contract notice in case new services, consisting in the repetition of similar services entrusted to the economic operator awarded the initial contract, are deemed necessary. The value of the new services may not exceed the initial estimated value of the framework contract.
Within 2 months of the notification to the plaintiff, or, in the absence thereof, of the day on which it came to theknowledge of the plaintiff. A complaint to the European Ombudsman does not have an effect either to suspendthis period or to open a new period for lodging appeals.
