Reasons for the decision to award: after assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning bidder has received the most utility points among all the submitted bids. The offer of the winning bidder convinced because of the following decisive features and advantages:
AC 1.1: A committed best-practices, modern approach. Proposing a highly tailored, custom-built platform with limited use of boilerplate and full IP.
AC 1.2: Very good understanding of human-centred design and agile, which is considered highly advantageous.
AC 1.3: Good and well-balanced technical architecture and technical approach, cloud-based but not overly reliant on cloud services, good approach to offline/low-connectivity.
Procedures for appeal:In accordance with Art. 30 of the Law on Public Procurement an appeal can be lodged in writing within 20 days of publication of the above instruction with the Federal Administrative Court, Postfach, 9023 St. Gallen. The complaint is to be submitted in duplicate and must contain the request, the reasons supporting it including indication of the evidence and the signature of the complainant or his/her representative. The complaint must be accompanied by a copy of the present publication and by available evidence.
