Reasons for the decision to award: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer convinced above all regarding: DAIs’ tender is considered as the most advantageous tender because of the high quality of the documents submitted, that propose pragmatic, solid and experienced based approaches grounded on a deep context knowledge. This was the most balanced proposal in terms of the weight/importance attributed to agricultural market system development. The MSD approach was well elaborated, avoiding unsustainable direct interventions. DAI has a proven track record to adapt quickly the approach and find context relevant solutions. It also presented a convincing, precise and more concrete sustainability and exit strategy. The financial proposal was clear and coherent with the project outcomes, with the lowest price for service costs for project implementation (SOR part 1-3).
Procedures for appeal:This is a public contract under Annex 5 no. 1 let. d PPA. There is no right of appeal.
The contracting authority reserves the right to award subsequent mandates to the successful tenderer of this tender procedure if a change of tenderer for goods, work or services to replace, supplement or extend supplies already provided is not possible for economic or technical reasons, would cause considerable difficulties or would entail substantial additional costs.
