Parallel framework agreements for consultancy services within ICT in Statsbygg.
Statsbygg requests tenders for parallel framework agreements within the following contract areas:
— Contract area 1 — Project management, quality assurance of ICT projects and process support.
— Contract area 2 — Technology support
A minimum of 3 — three — and a maximum of 7 — seven — parallel framework agreements will be signed per contract area based on this competition, if the competition gives a basis for this.
Tenders can be submitted for either both or one of the contract areas. Tenderers shall tick which contract areas in the tender form the tender is for. See point 2.1 for further information on the contract areas.
The framework agreement shall apply for all of Statsbygg, but it is the ICT department that will administer the framework agreement and place orders with the framework agreement suppliers.

There are always several ongoing internal ICT projects in Statsbygg. In order to carry out these projects, there will be a need to supplement Statsbygg"s own resources with capacity and/or expertise within several areas. These areas are briefly described below:
Contract area 1 — Project management, quality assurance of ICT projects and process support
— Project management
o Project management — The project management need is within various ICT areas and the resources, in addition to having solid project management competence, are required to have IT competence and good experience from public entities. Statsbygg is implementing the ICT projects in accordance with DIFI"s project guidelines.
o Project support — this will typically be administrative support for the project manager, system architect or other project participants.
o Implementation of ICT procurements — this will typically be both support and management of procurement processes connected to ICT.
— Quality assurance of ICT projects
o Quality assurance of ICT projects — advice and quality assurance of ICT projects.
o Information security — assessments of information security for ISO 27001.
o Contract audits — assistance with the review of ICT contracts before they are signed or for major changes for phase transitions, important milestones, approvals etc.
— Process support
o Process management and process improvements — analysis of work processes and preparation of the basis for the requirement specifications for ICT procurements.
o Preparation of requirement specifications — prepare functional and technical requirements that offered systems must fulfil. Assist in the preparation of user stories in order to describe requirements for suppliers in a continual delivery model (agile). They must be aware of best practice and have used recognised methods, tools and frameworks.
o Test management — consultancy and support for projects and deliveries for establishing a test strategy and test plans in projects and other delivery courses. A decision has been made to use the tool Zephyr as a support tool for the test processes in Statsbygg. Zephyr is an additional module for the JIRA tool. Testing here means that all new or changed parts of a system (system components) shall go through a structured, predictable and traceable test system, in which the actual result is assessed against the expected result. This applies to both system changes as a consequence of deviations (errors or shortcomings) or changes for new or changed functionality.
o Change management — assistance with changes for the implementation of new ICT systems.
o System management — assistance with the management of ICT systems. Typically assignments will be reporting and qualifying errors and changes, dialogue with suppliers during system tests, acceptance testing for error recovery and developed changes as well as assistance with production setting.
The framework agreements will be signed for a period of 2 years with the Directorate of Public Construction and Property retaining the right to extend the contract for a further 2 years, 1 year at a time. The framework agreement period will be automatically renewed unless Statsbygg gives written notification that the options will not be triggered. The maximum contract period is 4 years.
Contract area 2 — Technology support
Several ICT projects and assignments will be ongoing in the contract period, in which there will be a need for technology support within the competence areas described below. In order to carry out these projects, there will be a need to supplement Statsbygg"s own resources with capacity and/or expertise within several areas. These areas are briefly described below:
— Cloud Computing –
o Architecture and technology,
o Use the ICT procurements that have been made, for example, Oracle SOA Suite 12c,
o Approaching suppliers,
o Procurement of services, contracts (procurement, operation and maintenance), SLA etc.,
o Legal topics for storing data,
o How the organisation is affected,
o Assess risk, cost/benefit.
— Big Data sensor technology — Property related sensor data (e.g. energy measurements, water measurements) and other context based data (e.g. weather data, statistical data, natural damage risk, social demographical indexes) are important data sources for the BAE industry. The integration and analysis of property related data from different sources is a big challenge. This data is available in both structured and unstructured format and the amount of data is large and growing. In addition a lack of semantic description is also a large obstacle. Statsbygg therefore needs assistance within:
o big data storage,
o processing,
o integration,
o analysis and visualisation of the result.
— System architecture — Assist Statsbygg with continuing ongoing activities within system architecture that covers: Organisation, work processes, IT systems, technology. The consultant must be aware of best practice and have used recognised methods, tools and frameworks. Statsbygg currently uses Enterprise Architect as a modelling tool.
— Performance, optimisation — Statsbygg would like assistance for optimising configuration, as well as changes to software/applications/systems in order to improve performance and user experience. Consultants shall have experience with performance tuning all layers in applications; client, server and database level. Statsbygg uses technology such as SQL Server and Oracle databases, Microsoft Internet Information Server (IIS), Weblogic and Citrix as central components. Development methodology — Assist with methodology, framework and tool support for more efficient release management. They must be aware of best practice and have used recognised methods, tools and frameworks.
