Wandsworth Borough Council is inviting tenders from suitably experienced and qualified contractors for the provision of district, communal and domestic gas servicing and maintenance.

The provision of annual servicing of all the gas appliances in district and communal boiler houses, gas safety inspections, a Landlord Gas Safety Record for each gas/oil appliance and the provision of an emergency works, breakdown and repairs service. The contract covers circa. 86 boiler houses serving approx. 3 630 properties.
The term of the proposed contract is 5 years (60 months) to commence on 6.8.2019 with the option at the absolute discretion of the Council to extend for a further period or periods of up to 5 years (60 months).

The Servicing and Maintenance of Gas Appliances in Domestic Dwellings in the East and Central Areas of the Borough
The provision of an annual gas safety inspection, service, production of a Landlords Gas Safety Record and a breakdown and repairs service 24 hours a day, 365 days a year, to approx. 6 740 properties in the East and Central area of the London Borough of Wandsworth. In addition, there are approx. 40 properties located outside the borough served by individual domestic boilers. Contractor must be available at all times to provide an optimum response to emergency works.

The provision of an annual gas safety inspection, service, production of a Landlords Gas Safety Record for each appliance/gas carcass in occupied domestic properties and a breakdown and repairs service 24 hours a day, 365 days a year to approx. 7 500 properties in the west and central areas of the London Borough of Wandsworth. In addition, there are approximately 40 properties located outside the borough served by individual domestic boilers. Contractor must be available at all times to provide an optimum response to emergency works.

Servicing and Maintenance of Gas Appliances in Domestic Dwellings in the East and Central Areas of the Borough/Out of Borough
Servicing and Maintenance of Gas Appliances in Domestic Dwellings in the West and Central Areas of the Borough/Out of Borough
The Council will incorporate a minimum 10 calendar day standstill period at the point where contract award is communicated to tenderers. Applicants who are unsuccessful shall be informed by the Council as soon as possible after the decision has been made as to the reasons why the applicant was unsuccessful. If an appeal regarding the award of the contract has not been successfully resolved, The Public Contracts Regulations 2015 (SI 2015 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the authorities to amend any document and may award damages.
If the contract has been entered into the Court may, depending on the circumstances, award damages, make a declaration of ineffectiveness, order the relevant authority to pay a fine, and/or order that the duration of the contract be shortened. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the contract is entered into.
