Lower Thames Crossing PF2 Financial Advisors
The Lower Thames crossing is a significant road improvement project providing a new bored tunnel crossing under the River Thames east of Gravesend and Tilbury and new link roads connecting to the M25 north of the river between junctions 29 and 30 and to the A2 south of the river east of Gravesend. The link roads element of the project is expected to be procured using a Private Finance (PF2) (design, build, finance and maintain).
Contract, requiring privately financed capital expenditure of around 1 500 000 000 GBP. The project is planned to shortly enter the development phase, progressing through the Development Consent Order (DCO) process and the procurement of a DBFM contract.
A single financial adviser is required to provide advice and support to Highways England.
Objectives will be to:
i— provide market intelligence and advice on viable financing structures,
ii— prepare and maintenance a shadow bid model,
And provide advice:-.
iii— during the evaluation process, especially on the bid financing strategies,
iv— on balance sheet treatment and alignment with ESA10 regs,
v— on third party revenue contributions, and
vi— on the financial close arrangements.
The estimated value of the procurement (excl VAT) is in the range between 12 800 000 GBP and 17 000 000 GBP and is.
Expected to be for 6 years duration.
The successful supplier should be able to demonstrate they have the capacity and dedicated resources to undertake a project of this nature.
